The sun setting over the lake with soft instrumentals of classic hits filling the air of the beautifully groomed Terry Park set the scene as community members honored legacies of service and generosity at the Sunset Swings Dedication Ceremony on September 21.
Recent updates in Terry Park include the new swinging benches overlooking the lake that were dedicated during the ceremony in remembrance of former Park Board Chair Virginia “Ginny” Jackson and former councilmembers Joe Chamberlain and Bob Hille.
Each of the servant leaders were honored by dignitaries and family as their portraits were on display with the bronze plaques to be mounted on a swinging bench.
CONTRIBUTORS
Recurring contributors and one-time donors to the Parks And Trails Path of Heath fund-raising program were also recognized during the ceremony including:
- Impact Selector International led by Heath residents David Lane and Jason Hradecky;
- D&D Commercial Landscape Management owned by Heath resident Donnie Watts; and the
- Heath Economic Development and Municipal Benefits Corporation, which dedicates 25 percent of its annual sales tax revenue to park and community improvement projects.
PATH’s newest donors, Kathy and Bob Tolbert of Heath, were announced as well. The Tolbert’s are providing a matching contribution to complete the sunset swings area in Terry Park with a new all abilities accessible playground featuring multiple slides and climbing components.
“We’re a Park City,” said Mayor Kelson Elam. “From the current leadership to Ginny Jackson, Bob Hille, Joe Chamberlain and those before them, we have been blessed by a shared commitment to preserving and enhancing the beautiful surroundings and recreation that make Heath a special place to live.”

A large gathering of community members attended the Sunset Swings Dedication Ceremony to honor legacies of service and generosity.
Mother and Daughter teams of the Pearl Chapter of the National Charity League volunteered the ceremony.
New Swings & Playground at Terry Park
The Parks And Trails of Heath (PATH) fund-raising program has spearheaded numerous projects including the addition of new swings at Terry Park. With the generous contribution of Bob and Kathy Tolbert of Heath, a new playground will soon be installed as well.
VIRGINIA “GINNY” LUTZ JACKSON

Mrs. Jackson moved to Heath after marrying her husband of 25 years, Kenneth Jackson. Turning their own property on the lakefront into a parklike gem, Mrs. Jackson was inspired to take her love for nature into civic service.
She was appointed the City of Heath Park Board in 2002, where she served with great passion and commitment for the next 10 years…most of which she led as Chairwoman.
During her tenure on the Park Board many great things happened, including the renovation of Terry Park, in 2009.
Even though Mrs. Jackson termed out on the Park Board in 2012, she continued to work for the betterment of Heath’s parks.
She was instrumental in achieving multiple improvements to the Antigua Bay neighborhood park, and with her dear friend, Gini Sealy, and the support of her husband, she spearheaded a proposal for a special needs park called Marsha’s Happy Haven, accessible to all children, within Terry Park.
JOE B. CHAMBERLAIN

Joe Chamberlain’s family legacy in the area dates back to the late 1800’s when his great-great grandfather began farming the land and later his step-grandfather, KK Stanfield, donated the site for Amy Parks-Heath Elementary School.
A United States Marine from 1968 to 1971, Mr. Chamberlain saw combat duty during the Viet Nam War, but thankfully returned home safe with a strong sense of duty that led him into teaching – and the arms of his beautiful bride, Kay.
In 2001, the Chamberlain’s incorporated Caprock Custom Construction and built hundreds of high-end custom homes throughout Rockwall County, Dallas County and East Texas, earning the status as D Home Magazine’s Best Builder for 10 consecutive years; and in 2017, he was named the 2017 Best Custom Home Builder by the Dallas Builders Association
Mr. Chamberlain was appointed to the City of Heath Take Area Appeals Board from 2009 to 2012; the Planning and Zoning Commissioner from 2012 to 2014; and elected to the City Council in 2014 to 2018.
