11/13/24

PHASE 3 REQUIRES ROAD CLOSURE FOR TREE REMOVAL NOVEMBER 19-20 (pending weather)

  • Trees must be removed from Hubbard Drive to widen the roadway from approximately Rush Creek Drive to Gordon Circle.
  • To safely remove the trees in the shortest time possible, Hubbard Drive will be closed for two days from 7 a.m. to 4 p.m.
  • The closure and tree removal are tentatively set for November 19 and 20, weather pending .
  • Hubbard Drive will re-open at 4 p.m. each day.
  • Traffic detour signage will be posted.

08/30/24

  • Phase 3 encompasses the complete removal and replacement of the roadway; installation of an 18” water line and storm sewer water line; and the replacement of residential driveways as needed.
  • To perform this work, the intersection of Rush Creek Drive and Hubbard Drive will be closed on September 9. Detours will be sign posted.
  • The intersection will re-open to traffic on October 9, weather permitting.
  • All construction activity will halt October 13-19 to accommodate increased traffic for the ISCA World Championship being hosted by the Rush Creek Yacht Club.
  • Construction will resume on October 21.
  • Weather permitting, Phase 3 will be completed in April 2025.
  • Phase 4 is the next and final phase of this important improvement projects.
  • Phase 4 encompasses Michael Lane to Smirl/Bois d Arc and is expected to go out for bid in the fall for construction start in January 2025.

08/08/24

  • The trail from Scenic to Scenic will be complete upon the installation of a handrail and final grading. Grass or seeding will be installed in the fall season.
  • Phase 3 of the Hubbard Drive Project is the responsibility of the developer of Heath Golf & Yacht Club.
  • Phase 3 plans have been revised by the developer and its engineer and reviewed and approved by City staff.
  • The developer and its design engineer are developing a Phase 3 schedule including start and completion dates to publish to residents.
  • City staff have asked the developer and engineer to check the possibility of bidding and starting Phase 4 while Phase 3 is under construction for a faster completion of the entire project.
  • Phase 4 is the responsibility of the City and must be competitively bid by state law.

PHASE 2 UPDATES:

07/19/24

PHASE 2 COMPLETE BY END JULY

  • Phase 3 of the Hubbard Drive Project is the responsibility of the developer of Heath Golf & Yacht Club.
  • Phase 3 plans have been revised by the developer and its engineer, and reviewed and approved by City staff.
  • Work to move forward includes the removal of the guy wire cable from the sidewalk by Oncor has removed the guy wire cable from the sidewalk.
  • The contractor is expected to restart install of the guy wire next week.
  • The developer and its engineer are developing a Phase 3 schedule including start and completion dates to publish to residents.
  • City staff have asked the developer and engineer to check the possibility bidding and starting Phase 4 while Phase 3 is under construction for a faster completion of the entire project.

Phase 4 is the responsibility of the City portion entirely and must be competitively bid by State law.

05/03/24

  1. The existing concrete has been removed from the intersection of Hubbard and south Scenic. This was the final portion of Hubbard Phase 2, which experienced delays due to weather.
  2. Phase 3, Rush Creek to Michael, is scheduled to start May 28, 2024.
  3. A traffic control plan for Phase 3 is in final stage of design.

04/05/24

  1. The intersection at Linda and Hubbard has been repoured after installation of an additional storm water inlet.
  2. The contractor is installing the 10′ wide walking trail in areas where there are no conflicts with other utilities.
  3. Completion of Phase 2 is scheduled for May 6, 2024.
  4. Construction of Phase 3, Rush Creek to Michael Lane will begin May, 28, 2024.

03/08/24

  1. Concrete on the west and east side of Hubbard from Scenic to Scenic has been completed.
  2. Concrete at the intersections at Linda, Reba and Scenic (south) will be hand poured (no machinery used).
  3. The hand pouring will take place while waiting for the lab testing results on the east side concrete.
  4. Lab tests ensure the proper strength, air mixture and other quality factors.

03/01/24

  1. Oncor Electric has completed relocation of the new power poles. The old poles will be removed upon removal of T.V. cables.
  2. Optimum {Suddenlink} relocation has been permitted by staff.
  3. AT&T is in process of relocating its cables and equipment.
  4. Concrete street installation started this week Scenic Place to Linda.
  5. Concrete pours will resume once lab testing reports allow.

02/22/24

  1. Final grading, lime installation and mixing of lime sub grade finished today. Lab samples were obtained for processing.
  2. Pouring concrete on the west side of Hubbard Drive is scheduled for February 28,2024.

02/16/24

  1. Rough grading and drying out of the site continues.
  2. The surveyor began staking the project for final grade preparation.
  3. Lime installation will begin Monday, February 19.

02/02/24

  1. Extensive rain hindered work throughout the week of January 29.
  2. Hydrostatic testing and Bac-T testing have been performed and passed on the new water line.
  3. All four of the water line connections to the new water line were completed February 1.
    This includes Scenic Drive, Scenic Place, Linda Lane and Reba Road.
  4. Grading of the street will begin as soon as the existing road/dirt dries out.
  5. Following the grading, the road segment will be prepared for concrete placement.
  6. AT&T is mobilizing for the relocation of phone lines from Rush Creek to Larry Lane.
  7. The project remains on schedule.

01/12/24

  1. The weather this week has slowed or stopped most production.
  2. An additional water line tie-in from Hubbard to Heath Golf & Yacht Club Tract 10 should be completed today, January 12.
  3. The concrete contractor has given notice that the lime stabilization process will begin in two weeks, pending any weather issues.

01/05/24

  1. Double R Utility has completed installation of the storm sewer line.
  2. The concrete contractors are installing inlets boxes.
  3. Site grading and clean up will continue next week in preparation for the lime installation.
  4. OnCor is completing the pole relocation. Existing poles will be removed once all other utility lines have been moved (cable and phone).
  5. The AT&T contractor will mobilize January 10 and provide a schedule.

12/29/2023

  1. Project contractors will resume work on Tuesday January 2,2024 to complete installation of the storm sewer system.
  2. OnCor continues making great progress in relocating the utility poles.

12/15/2023

  1. The water line installation has been completed. Hydrostatic testing and Bac-T testing will be scheduled.
  2. The storm sewer line installation has begun and will continue next week.
  3. Contractors will stop work during the holidays from December 22, 2023 through January 2, 2024.
  4. There will not be an update during the Christmas Week (December 25-29).

12/8/2023

  1. Existing pavement has been removed from Scenic Drive to Scenic Place. Hard Rock is almost complete with the rough grading.
  2. 12” water line installation will be completed next week.
  3. Storm water line installation will begin as soon as water line is complete.
  4. Contractor’s will be off work for the holidays beginning December 22nd to January 2,2024.

Beginning November 27, Hubbard Drive from Scenic Place to Scenic drive will be closed to traffic for construction of Phase 2.

  • Traffic will be detoured using Scenic Drive and Scenic Place as the travel route.
  • Linda Drive and Reba road will be closed at the Hubbard intersections.
  • A temporary detour route through Heath Golf and Yacht Club is open for use.
  • Please limit parking on the street. Trash trucks and school buses will have to back in, and maneuvering space will be limited.
  • City staff has provided construction information and the traffic control plan to Rockwall ISD Administration/Transportation; Waste Connections Trash Services; the U.S. Postal Service; and the Heath Department of Public Safety, which is sharing with Rockwall County EMS services.
  • Phase 2 construction is projected to be completed in May 2024.

10.19.23

Construction remains on track to begin this fall with the following activities completed or underway:

  • After considerable work by City staff and the utility contractor, existing water lines from the Forney Lake Water system purchased by the City in 2018 have been identified, and the water line tie-in process to the City system can now continue.
  • Once the water line tie-in process is complete, construction will begin on Hubbard Dr. from the Scenic-to-Scenic section.
  • Oncor Electric and AT&T have submitted plans for relocation of their utilities, which staff is now reviewing.
  • Oncor has been permitted to trim trees ahead of the relocation process.
  • The last right-of-way needed for the project has been secured.
  • A drainage easement is now being finalized.

PHASE 1 UPDATES:

07.28.23

With Phase 1, including the bridge repair completed, weekly updates will pause until two weeks prior to Phase 2 of the Hubbard Drive project beginning this fall.

  • Phase 1 from Scenic Place to Rush Creek is complete including the bridge repair is complete. Grass establishment has been postponed until fall due to water restrictions and heat.
  • Phase 2 is in final design and will begin this fall. Phase 2 is located from Scenic Place to Scenic Drive. Detours for construction will be required.
  • Weekly updates will begin at least two weeks before construction resumes. The traffic control plan will be included in the first update that will be published two weeks prior to Phase 2 beginning this fall.
