ONE
When a request is received, the initial question is whether the drainage issue is contained in an easement owned by the City. If in no easement or a private easement, the City cannot participate in repairs. If the existing condition is per prior approved plans in a City easement, the City will make repairs as budget allows. If not in an easement, is the Owner willing to give an easement and make repairs to City standards so the City can maintain it in the future?
TWO
If contained in a City easement, the next question is whether the drainage facilities are as originally constructed or have they been modified with or without approval of the City. If there is documentation of the revisions and City approved, the City will make repairs as funds are available. If no previous approval by the City is documented, is the Owner willing to repair to City standards so the City can maintain in the future? If the Owner is not willing to make repairs, the City will reconstruct the drainage within the City easement in the most economical method available.
