Specially Called Session Analyzes Recent Water Boil Cause

City staff presented a Root Cause Analysis (RCA) regarding the recent failure of the Supervisory Control and Data Acquisition (SCADA) system, which is the software that controls the City’s water pumps during a Specially Called City Council meeting on July 31.

Root Cause:
A SCADA malfunction on the night of July 24 caused the water pumps that bring water into the City to remain off throughout the night. This allowed the tanks to empty throughout the night. When the water level and pressure are low, it is possible for leaks containing contaminants to enter the system and make the water unsafe to drink. As a result, the City must issue a boil water notice as required by the Texas Commission on Environmental Quality (TCEQ).

Solutions:
The boil notice was rescinded on July 26, but the incident illustrates the critical importance of investing in the City’s infrastructure and water supply to serve citizens now and in the future. This includes immediate action by City staff to update the SCADA system.
